1. Who we are and what we do

CNWL is part of the North West London Strategic Health Authority (SHA) area. The North West London area is the largest of the five London SHA’s, covering a population of 1.9 million and with 18 NHS Trusts, including eight Primary Care Trusts. The SHA covers the eight London boroughs served by CNWL.

CNWL was formerly a Mental Health Trust and became a NHS Foundation Trust on 1 May 2007. This means  we are more accountable to our local communities, service users, carers and staff. The increased financial stability we also gain as a Foundation Trust will help ensure that we give the best care to service users where it is needed most.

CNWL specialises in a range of comprehensive mental health and social care services that are provided by the Trust for people of all ages across the boroughs of Brent, Harrow, Hillingdon, Kensington & Chelsea and Westminster. Specialist substance misuse services are provided for residents in Brent, Ealing, Hammersmith & Fulham, Hounslow, Hillingdon, Kensington & Chelsea and Westminster. Learning Disabilities services are provided for residents in Brent and Enfield. In addition the Trust provides prison mental health services for Wormwood Scrubs, Pentonville and Holloway and Feltham Youth Offenders unit. These services are provided to a range of other statutory and non statutory organisations based in and outside the SHA.
The Trust is accountable to its 4,800 members through its Council of Members. The Council is made up of 26 elected governors from the membership including 6 staff Governors, and 13 appointed Governors from partner organisations such as the voluntary sector and local authorities.

NHS London (formerly Strategic Health Authority)

Description: NHS London is the Strategic Health Authority (SHA) for the whole of the Greater London area. Responsible for making sure that all the NHS healthcare services provided in London are world-class.

Specifically has overall responsibility for the performance of 31 primary care trusts (PCTs), 24 acute trusts, three mental health trusts and the London Ambulance Service. A further 14 trusts in London are foundation trusts and regulated by Monitor.

1.a What is a Foundation Trust?

A Foundation Trust is a new type of organisation known as an Independent Public Benefit Corporation that involves service users, carers, the public and staff in the way it is run.

Foundation Trusts are part of the National Health Service and provide free care based on the needs of patients. They are also required to meet at least the same standards of service and care as all NHS trusts and are regularly inspected.

Local people and staff can become members and governors of the Foundation Trust. In this way Foundation Trusts become focused on meeting the requirements of the communities they serve. 

Foundation Trusts work in partnership with other NHS organisations. They also have a duty to co-operate with other local partners in the best interests of their health communities.

We are overseen by Monitor, the independent regulator appointed by the Department of Health.

Monitor

NHS foundation trusts are a key part of the reform programme in the NHS. They are autonomous organisations, free from central Government control. They decide how to improve their services and can retain any surpluses they generate or borrow money to support these investments. They establish strong connections with their local communities; local people can become members and governors. These freedoms mean NHS foundation trusts can better shape their healthcare services around local needs and priorities. NHS foundation trusts remain providers of healthcare according to core NHS principles: free care, based on need and not ability to pay.

Monitor rigorously assesses applicants for NHS foundation trust status and makes sure they live up to their obligations as NHS foundation trusts. Monitor also ensures that NHS foundation trusts are free to deliver innovative, world-class healthcare by shaping and informing health system reform.

1.b What are the advantages of being a Foundation Trust?


  • Involvement from local communities and staff –Local residents, service users and staff are able to become members of the Trust. As members, these groups of people can become involved in decisions regarding the future direction of, and service provided by, the Trust.
  • Freedom to shape services to meet local needs –The Trust is no longer subject to central control from the Department of Health and has more freedom to develop new services and ways of working that more closely meet the needs of the communities we serve.
  • Improved financial stability –CNWL has agreed legally binding contracts with commissioners for a three-year period from 1 May 2007, rather than having to negotiate funding annually. The Trust can also carry forward any surplus at the end of each financial year to build funds for long-term developments.
  • Freedom to review capital investments –As a Foundation Trust, CNWL manages its own capital investments which allow us the flexibility to consider selling certain properties and using the capital to build or develop other sites designed to suit patient needs

    The Council of Members oversees the strategic direction of the Trust and ensures that there is patient and public involvement in the developments we make to improve services.
    The Council is made up of 39 Governors, some of whom are appointed from partner organisations such as Primary Care Trusts and Local Authorities and some of whom are elected from our membership of staff, service users, carers and local residents.

    Our Local Partners

    The Trust works in partnership with a number of non-NHS organisations to ensure local delivery of services and their development in accordance with national guidance and local needs. These partner organisations include local authorities (with whom formal partnership agreements have been reached), educational establishments, police, prison service, probation, the private sector and voluntary and charitable bodies, local community groups, user groups, primary care trusts, In each of the boroughs of Brent, Kensington & Chelsea, Westminster and Harrow formal joint working agreements exist. The relationship with local Social Services Departments is particularly close and essential in ensuring the effective co-ordinated delivery of services. If you would like to know more about these arrangements and how these services are managed, please contact the Head of Service for the specific borough (shown above). They will arrange for you to receive the information you require.

    Some of the partnerships with local authorities will involve information sharing, with agreed protocols and procedures between the organisations about how this information is shared. These will be available from the Trust Secretary. The Trust will provide information about meetings with partner organisations and details of any relevant service level agreements to any member of the public who asks for them. This information can be accessed through our Trust Secretary. We will not, however, provide material that is exempt under the Freedom of Information Act 2000 or Data Protection Act 1998.

    The partnership is working to develop a centralised approach to service delivery and this involves the use of a shared customer management database in order to improve service delivery to you.

    Sharing Information


    To deliver services to you more efficiently, the partnership may share your information with organisations including; councils in the partnership, relevant public bodies, voluntary organisations, utility companies (e.g. gas, water, electricity) and external private companies providing services on behalf of members of the Partnership. This information may include your name, address, contact details and in some circumstances, other personal information. It will only be passed on to the organisation if we feel that it is it is:-

    • directly relevant to your needs, and
    • the other organisation needs to know in order to help you.

    At no time will your information be passed to organisations external to the above list for marketing or sales purposes or for any commercial use.

    Before we share your information with our partner organisations we will make sure they agree to use all information about you responsibly, hold it safely and only use it in connection with the services that we are trying to provide to you. If they want to use it for any other purpose they will usually need to ask your permission unless the law requires otherwise.

    You are perfectly within your rights to say that you do not want us to pass your personal information onto another organisation at any time or do not want to be contacted in future. However you should be aware that in some limited circumstances the law will require us to share personal information about you with other organisations.
